Description
I'd expect that with "make doc" we create the handbook and the Doxygen documentation. Currently only the Doxygen is run, not LaTeX. In any other case I would not build the both.
Do we still need the --enable-documentation flag? I think the documentation should only build when explicitly called "make doc".
