Description
In our tests, many *.hh problem files contain settings of parameters that could also be set runtime. I propose to move all those settings to the input files. Moreover, we should remove settings of run-time or compile-time parameters, if only the default value is set.
That way, it becomes clear what parameters are compile-time only. And also, that it is necessary to set them, because the default has to be overwritten.
Exceptions to the "no setting of default" are of course justified, if differences between default and non-default are somehow "goals of the test".
