Description
For different primary variables which might have different orders of magnitude in the solution, or even the same order of magnitude but very different "numerical noise", we want possibly have different epsilon for our fuzzy compare.
Example:
free flow: velocities and mass fractions might have the same order of magnitude, but for velocities a difference of 10e-9 is numerical noise whereas the same deviation to a reference solution for mass fraction might be significant and important to note.
