[brookscorey] Clamp input sw,pc to always return valid scalars

This should not affect the regularzied version of vangenuchten, since
the regularized version makes sure the raw law is never called with
out-of-range parameters. However, when using the raw law we want the
security that a valid scalar is returned (not NaN).
