Merge branch 'feature/custom-maxtimestep' into 'master' 

[timemanager] Add possibility to set a custom maxTimeStepSize() in problem

* User can e.g. specify a maxTimeStepSize depending on episodeIdx in problem
* Might be useful for problems with initialisation period
