[newtoncontroller] Make relativeShiftAtDof_ comaptible with staggered grid

* use PrimaryVariables::dimension instead of numEq
  to allow usage by staggered grid
* numEq is not defined in staggered grid,
  instead there is numEqFace and numEqCellCenter
