[staggered][freeflow] Fix some properties

* set the size of the BoundaryType array explicitly
* set NumEq such that it fits the value of the actual "physical" number
  of the NavierStokes equations: dim + numComponents (e.g. 4
  for a single phase single component 3D problem)
* NumEq is not used anywhere in the code at present
