[tests][shallowater] use new neumann interface and fix warning for

frictionlaw in spatialparams

I realized that the warning was always there even if manning was selected when reviewing the shallowwater example. So I changed that in this test as well for consistency. Additionally I changed the neumann interface to the new one because that was deprecated.
