Fix/cc ghost assembly

Fixes #817 (closed)

The matrix row entries for ghost element were erroneously overwritten with fluxes due to the “inverse” assembly. This fix makes sure ghosts always have zero update.

Should be backported to 3.1, possibly 3.0.
