[pnm] Disable blocking non-wetting fluid flow out by default

What this MR does / why does DuMux need it:

Pore-network model will no longer prevent non-wetting fluid flowing out by default. Throats blocking non-wetting fluid can be specified by setting runtime parameter InvasionState.BlockNonwettingPhaseAtThroatLabel.
