Feature/helmholtz operator

• Add a Helmholtz operator assemble useful for solver testing or as a component in a preconditioner
• Add a test using the Helmholtz operator and the multi-threaded AMG smoothers (there is a nice speed-up)

The operator is based on the initial implementation in !3240 (closed) where it was used as a Stokes solver component
