[CMake] Add DUMUX_VERSION to config.h

Despite the feature freeze, I ask to merge this. It enables the use of DUNE_VERSION_NEWER for DuMuX. I need it in dumux-devel to distinguish a type that changed between DuMux 2.8 and 2.9.
