Feature Description: Create a method to calculate the moments

Tasks to complete:

• implement mean square root method
• implement random sampling (either in InputSpace or directly in MetaModel)
• evaluate MetaModel
• calculate moments

• include Tests for calculate moments (PCE and GPE)
• update Changelog
• update function names and positions in the docs
