Fix the sparse-PCE solvers

• Check which (current) solvers presents the problem (MF)
• Implement re-training for sparse methods (- [ ] Compare sparse coefficients and re-estimated ones. -> moved to fork)
• Add PyTest for the new case
• Check changes
• Check if relevant tests can be commented back in
• Add changes to changelog
