[patches] Remove script that generates patches for all exercises.

The scrip that generates the patches for all exercises at once is removed here. Generating patches for all exercises instead for only the one that was edited often resulted in merge conflicts when rebasing as the time stamps in the patches were updated even without changes to the other exercises themselves.
